Brumcan was set up in 1991 by CSV Environment and Friends of the Earth on a "not-for-personal-profit" basis and became a company limited by guarantee and a registered charity (No. 0157590) in 1996, with the following objects :
"to advance education relating to the benefits and environmental importance of recycling waste materials and generally to improve the physical environment of Birmingham and the surrounding area."
During the following years, Brumcan developed a community recycling service, which culminated in 1998 with the establishment of a trading company, Brumcan Recycling Limited (BRL). BRL is a single member private limited company, wholly owned by the Charity, with the object of supporting the Charity and the usual commercial object of "[ carrying ] on the business of a commercial trading company."
The organisation enjoys support from CSV Environment and Business In the Environment (Business In the Community), particularly through involvement in the Brumcan Management Committee.
The key strengths include :
- Board, staff and volunteer skills, experience and commitment.
- Credibility and continuity of the Board.
- A number of different locally based partnership arrangements, including Birmingham City Council.
- Credibility of services which compliment the local authority recycling provision in the City.
- Membership and access to a national network of community based 3Rs (Reduce waste, Re-use, Recycle ) groups through The Community Recycling Network (CRN) and Waste Watch.
- Linkages to a number of local and regional environmental and community economic development networks.
- Provision of services which meet local environmental, social and economic needs.
- Innovative potential of the community recycling sector in general.
